Contract Litigation

Donald C. Holmes & Associates is not a general practice law firm. The firm specializes exclusively in representing corporations in contract litigation, and in offering related counseling services to their clients. The firm's client base is long-term and stable. It has represented many of the same corporations for 20 to 30 years or more.

Supply, Manufacturing, Service, Maritime, Construction and Real Estate

Donald C. Holmes & Associates represents clients in virtually all contracting areas. The firm does not specialize in one subject matter area of government and commercial contracting. For example, we believe that a construction client benefits from the firm's breadth of experience in other substantive contracting areas. And, that a General Services Administration contractor benefits from the firm's experience in dealing with Justice Department investigations.

Courts of Practice

Donald C. Holmes & Associates practices before the traditional Government contract forums: the U.S. Court of Federal Claims, all of the Boards of Contract Appeals, the GAO, and the Court of Appeals for the Federal Circuit.

The firm also practices extensively in the U.S. Federal District Courts throughout the United States.

Mr. Holmes is also admitted to practice in the State Courts of Maryland, the District of Columbia, and California. The firm represents contract clients in all of these courts. In addition, the firm frequently retains local counsel to aid in the representation of their clients in all other states.
