Expert Witness

 

Mr. Holmes has testified and prepared to testify as an expert witness in a number of matters.

1.      U.S. Bankruptcy Court for the Eastern District of Virginia. Mr. Holmes was retained to testify as an expert witness regarding the administrative handling of government contract disputes and claims between prime contractors and subcontractors. In those proceedings (Case No. 99-11706-SSM) he presented testimony concerning how primes and subs negotiate and implement joint appeal agreements in processing their claims with Federal Government Agencies, Appeal Boards, and Federal Courts.

 

2.      Aspen Knolls Corp., et al. v. McDermott, Will, & Emery, Civil Action No. 9388-96, Superior Court, District of Columbia. Mr. Holmes testified in a deposition concerning the standards followed by attorneys in providing advice to clients on termination for convenience issues. He also supplied related testimony as to the processing of termination claims before DOD agencies, as well as before Boards of Contract Appeals.
